Country Report

Belgium's federal structure allows sub-national regions to enter into their own bilateral and multilateral agreements. Flanders and Wallonia pursue independent foreign policy approaches with different models and partnerships in the fields of culture, education, research and media. The language communities support projects and appoint cultural counsellors in the Belgian embassies and the Flemish and Walloon representations abroad. A number of cultural centres and a network of educational institutions complement this work. In Wallonia, these organisations have been expanded in recent years. The Flemish "follow the actor" model emphasises the ability of individual artists or groups to act on the international stage.
