Civil society actors at risk – artists, journalists, activists and human rights defenders – need safe spaces to continue their work. Shelter and relocation initiatives around the world seek to provide these safe spaces. How can we ensure that persecuted civil society actors can be safely relocated? How can cooperation between temporary international relocation initiatives be systematised? What are the conditions for more formalised and structured cooperation? What is the role of case management systems, data protection, security standards, knowledge sharing and joint monitoring of safe return?
