External cultural policy (ECP), broadly understood as foreign cultural and educational policy, is one of the three pillars of German foreign policy, along with security and trade. In recent years, a broad political consensus has emerged on the importance of ECP, and successive governments have expanded both the range of activities and the means of promoting Germany's foreign cultural and educational policy. The German Academic Exchange Service (DAAD) is the world's largest funding organisation for international academic exchange.
