Qatar's National Strategy 2030 aims to develop the country into an international centre for culture, education and research. Cooperation initiatives with international partners therefore take place within the country's borders. The world is lured to Qatar—rather than the opposite. Above all, financial incentives motivate renowned universities and cultural institutions to set up branches in Qatar.
