Creative Economy and Development in the Global South

Creative industries are seen as a new option for developing countries. Is this true? The growth rates proclaimed by the UNCTAD programme for the creative industries have slowed down. They seem to be related to specific industrial goods and dominated by Asia, especially China. The prevailing model of creative industries - entrepreneurship, creative human capital, open markets, is a Global North model. Can it fix the earlier concern of "culture and development"?
