A vibrant and functioning civil society needs spaces in which it can express itself and develop in a variety of ways. However, a decline in civil society spaces can be observed in many countries. This affects human rights defenders and cultural workers. To support them, more and more protection programmes have been developed in recent years. How do protection and resettlement programmes contribute to strengthening civil society initiatives and critical cultural scenes? How can the effectiveness of these programmes be measured and improved? Which accompanying measures are particularly effective in enabling a meaningful stay and a safe return?
