External Cultural Policy in an Age of Political Extremes
How will the rise of nationalism affect the role of soft power in the international system? What makes the "new nationalisms" different than the older forms of nationalism? To explore this question, this report reviews the external cultural policies (ECP) of 8 countries in the context of growing nationalism, drawing on insights derived from the External Cultural Policy Monitor. It looks at significant varieties of soft power in Germany, France, Italy, Poland, the United Kingdom, the United States, China, Russia, and Turkey. As major players in the field of ECP, they have in common the fact that they are currently experiencing different degrees and forms of nationalism. Through a case study of Germany, the authors explore the challenges that rising nationalism poses to the practice of ECP in liberal democracies and seek to develop policy solutions to address these.
