Country Report

Estonian external cultural policy (ECP) is based on three pillars: Multiculturalism, Transnationalism and the E-Estonia brand. One of the most important national tasks is to ensure the social cohesion of society with the numerous ethnic minorities in Estonia, especially the Russian-speaking community. As a result, a number of measures tend to have an internal impact. At the same time, ECP is directed at the large Estonian diaspora abroad. The policy of transnationalism supports the Estonian cultural space abroad with numerous measures, such as the Compatriots Programme or the E-Residency Programme. Estonia's innovative E-Governance solutions and technological excellence are by far the best instruments of the country's soft power. Estonia has embraced the digital revolution and made it an integral part of its foreign policy.
