After years of dealing with crisis and economic stagnation, Portugal is experiencing a resurgence due to a growth in tourism and Lisbon's newfound reputation as a promising tech hub. It has also begun to invest more in external cultural policy. However, its heavy focus on Lusophone countries, former colonies, and the Atlantic region as well as reluctance to make reparations may hamper its efforts from adapting its ECP goals to the global stage.
