Taiwan's external cultural policy (ECP) has two major strengths: its liberal democratic political culture and the activism of its vibrant civil society. Taiwan has more than 40,000 non-governmental organisations (NGOs), of which some 2,100 operate internationally. Cultural diplomacy is a political lifeline for Taiwan to access audiences and engage in unofficial diplomacy to generate wider support and recognition. Through its New Southbound Policy, Taiwan has actively expanded its influence in the fields of culture and education. However, the country continues to face external and internal challenges, including growing party divisions and threats from China.
