Can Asymmetrical Cooperation be Legitimised?

‚Dialogue at eye level‘ or ‚partnership among equals‘ – the terminology of international cultural relations and foreign cultural and educational policy suggests that cooperation is only legitimate if it is free of power relations. Can certain forms of cooperation characterised by a certain structural asymmetry between the partners still be considered legitimate? If so, under what conditions? Is there a paradigm shift from dialogue to cooperation? And how is cooperation possible in power relations?
