How can preventive measures strengthen the resilience of people at risk to radicalisation and the appeal of violent extremist groups and their ideas? How can such measures help to reintegrate people who have already been radicalised into society? How must instruments for preventing extremism be designed to be effective in regions with fragile security and strongly divergent world views?
